Google AdSense referral program ,worthy ?

Previously publishers could earn $250 when they refer others publisher who able to earned $100 within 180 days, now AdSense has decided to cut it by half..(more that haft).down to only $100 instead of $250l. Google is making the change in January08. Forget about the $2000 bonus for referring 25 new publishers who do meet the $100 in 180 days.it gone
How about $5 bonus for new initial sign ups? It is also gone.
The reason why they reduce the commission for AdSense sign up?I guess whether it is a fraud issue, lack of conversions or simple overabundance.
Google has also excluded some major countries out of the program, including the UK as well as Australia.If you live in North America, Latin America or Japan, you are save. According to Google, the program has not performed well in those regions.(Again,that's not a good reason).
People are gonna feel disappointed and I wouldn't be surprised if Google publishers remove the referral box from their sites .
But even they paid us $250 when we refer publisher who able to earned $100 within 180 days.It's just like"decoration".Meaning it's "useless ".For most of us, who making less then $10 a month with AdSense.Some even less then$1.00 per month. Most are just making peanuts(Myself included).If people only make $10 a month it will take them 10 months to reach $100. if people only make $1 a month it will take them 100 months to reach $100.So ,Most of the chances are, you earn nothing. NOT to mention you can get your account disable any minute even you earn $99.99 after you spend 10Th month to get it.(You can't ask why/how).
If they paid $5 bonus for new initial sign ups?At least you would get that reward for the sign up.
