As I know a lot of Adsense plublisher doing that way.You might be lucky and doesn't get notice by goggle but it doesn't mean it's the right method to use.
By sending your visitor away to other site while your visitors think it part of your content and recommended by you.you hurt your own site reputation unless you don't care.(I don't care if it's high price click)
Since the quality of the site(the AdWords Advertiser) you pointed to is unknown. Your visitors feel like cheated because they think it part of your content...you are losing your user loyalty and trust.
It doesn't matter if you sending your visitos away but atlease your site need to have some value for those who visit your site.
